To provide a cleaning device for performing stable cleaning by preventing reduction in cleaning performance even for input of much toner, and to provide an image forming apparatus and process cartridge using the cleaning device.
This cleaning device 20 includes brush-like cleaning members 22-1 and 22-2 for coming into contact with a surface of an image carrier 11 and cleaning toner on the image carrier, recovery members 23-1 and 23-2 for coming into contact with the brush-like cleaning members and recovering the toner that is cleaned from the image carrier and adheres to the cleaning members, and peeling members 24-1 and 24-2 for peeling the toner recovered by the recovery members and adhering to the surface of the recovery members. The recovery members are rollers, and the whole surface of the rollers has grooves diagonal to the axial direction of the rollers.
