A noise detection means 441 or a vibration detection means 442 pick up the noise generated by the vibration of a cleaning blade 41 and a holder 42. A noise detection section 51, an A/D conversion section 52 and an operation section 53 respectively carry out respective processes of electrical signal conversion, digital signal conversion and FFT. A noise level determination section 54 determines whether the noise level exceeds a prescribed threshold based on the signal after FFT processing. When the noise level exceeds the threshold, by a movement control section 55, when the signal is inputted, a movement contact means 45 is driven and an elastic body member 43 moves horizontally or with rotation to come into contact with a holder 42. When the elastic body member 43 comes into contact with the holder 42, attenuation is greatly varied in a vibration system composed of the cleaning blade 41 and the holder 42 and its noise and vibration are suppressed.
