To completely remove a filler material deposited on the inside of an empty drum and realize a safe and rapid cleaning process.
In cleaning an empty drum container D1 on which a petroleum raw material such as BTX (benzene, toluene, xylene) deposits, the container D1 is conveyed to a first cleaning unit 20 and inversely arranged on a cleaning pedestal support 24. In this case, the container D1 is tilted by a pad base, and the rotary spray nozzle 25a of a cleaning solution jet device 25 is arranged so that it is inserted into the main opening AP1 of the container D1. Thus, the upper end of a spring value 25b receives a loading by a top plate UP of the container D1 to open the rotary spray nozzle 25a. A hydrophilic organic solvent such as methanol discharged from the rotary spray nozzle 25a cleans the inner face of the container D1 in a shower sprinkling fashion, and flows out of an auxiliary aperture AP2 together with a deposit of a raw material for petroleum, or the like, into a drain 26.
