Then, the ends 72A, 80A in the foaming bodies 72, 80 in the cleaning member 64 rotating submissively are restored, thereby the aggregated foreign matters such as the external additive are released from a closely pressed state or thrown off from the outer peripheral surface of the charging member 20 by the restoration force. Thus, cleaning performance of the cleaning member 64 is improved.
