In the passing system 6 of the cleaning and polishing body 5, particles 7 of a polishing material are held while being impregnated and adhered by 1 to 50 vol.%, more preferably 20 vol.% having the capacity of the passing system 6 as 100. Moreover, the cleaning and polishing body 5 is attached on the lower side of the container 2, and the cleaning fluid L is fed from the container 2 to the cleaning and polishing body 5 by gravity, and then, passed through the passing system 6.
