To provide a cleaning roller for a charging roller which restrains the adhesion of a foreign matter to the surface of a charging roller and shows durability completely coping with the increase of frequencies that it is exposed to the foreign matter and the increase of the number of printed sheets until the exchange of parts, and to provide its manufacturing method.
The cleaning roller 28 comes into contact with the charging roller of an image forming apparatus so as to remove the foreign matter including toner. The cleaning roller 28 is constituted by integrating a melamine resin foam layer 30 with the outer periphery part of a polyurethane foam layer 29. It is desirable that the average cell diameter of melamine resin foam constituting the melamine resin foam layer 30 based on JIS K6400 is 5 to 100 μm. The cleaning roller 28 is constituted by molding polyurethane foam to be cylindrical, and then sticking the material blended liquid of the melamine resin foam to the outer peripheral surface thereof to be foamed, and integrating the melamine resin foam layer 30 with the outer periphery part of the polyurethane foam layer 29.
