PROBLEM TO BE SOLVED: To generate either pixel clocks in a national TV system commuitee(NTSC) system or a pass alternation by line(PAL) system by means of one crystal vibrator by changing-over the frequency dividing ratio of a frequency divider in a PLL circuit in accordance with the NTSC system and the PAL system.
SOLUTION: The signal of a pulse waveform is outputted from an oscillator to the crystal vibrator 2 by a peculiar reference frequency fx. The signal is inputted to the frequency divider 4. The signal is converted from the signal with the reference frequency fx into the one with the frequency fx/N(N is an integer). Then, the signanl of the oscillation frequency fo in a voltage control oscillator 7 is converted into the one with the frequency being fo/M (M is the integer) by the frequency divider 8 and inputted to a phase comparator 5. Then, the reference frequency fx is adopted as 15MHz, for example, in order to output the pixel clocks of the NTSC system and the PAL system and the integers N and M are set by the external controller 30 of a PLL integrated circuit 1.
