To make catalysts carry out catalyst reactions efficiently when a reformed gas containing hydrogen is formed through a reforming reaction using the catalyst and concentration of carbon monoxide (CO) in the reformed gas containing obtained hydrogen is reduced through CO selective oxidation reaction using a catalyst.
At least either a CO shift catalyst part provided with CO shift catalyst or a CO selective oxidation catalyst part provided with the CO selective oxidation catalyst is made to be one in which activity in the catalyst is made to be varied to increase toward a vertical direction against a flowing direction of the reformed gas and from the center part of the flow of the reformed gas to a peripheral edge side, and a fuel reforming part provided with the reforming catalyst is made to be one in which a carried amount of a pretreatment agent necessary for carrying active components of the reforming catalyst is made to decrease toward the vertical direction against the flow direction of the reformed gas, and from the center part of the reformed gas flow to the peripheral edge side.
