By using refined gas generated by a gas refining facility 12b as fuel gas, a fuel cell 97 generates electric power. A gas turbine 25 is driven by fuel gas generated by combustion of a combustor 22, thereby generating electric power. A steam turbine 31 is driven according to supperheated steam heated by a exhaust heat boiler 27 to generate electric power. In the process mentioned above, after fully closing a fuel cell adjusting valve 15 and opening a bypass line adjusting valve 24 at the time of plant load lowering operation, the bypass line adjusting valve 24 is gradually closed according to a bypass line adjusting valve command 50 for making a deviation between total generated energy by driving of each turbine and generated energy by designation of a load command 48 zero, and the fuel cell adjusting valve 15 is opened according to fuel cell adjusting valve command 42 for making the pressure by measurement of a pressure gage 41 agree with a target pressure value 42, namely making the pressure in an inlet side of the gas turbine agree with the target pressure value 42.
