To make a sheet hard to be released from a base and make an existing base applicable by embedding protrusions on a thermoplastic resin sheet not containing reinforced fibers substantially and having a number of protrusions of T-shaped sections formed on its one face into a resin layer composed of epoxy or the like applied on a concrete layer.
The surface 4 of a concrete base 5 is coated with a polyethylene sheet 1 through an epoxy resin layer 3. A number of protrusions 2 with T-shaped sections are formed on one face of the polyethylene sheet 1, and base sections 2a and heat sections 2b of the protrusions 2 are embedded into the epoxy resin layer 3. For instance, in the case of applying the above-referred method on a base such as an existing concrete plating tank or the like, first the surface 4 of the base 5 is cleaned, and then an epoxy primer is applied, over which epoxy resin is applied in the thickness equal to the height of protrusions 2 of the polyethylene sheet. The polyethylene sheet 1 is brought into contact with the epoxy resin layer before being coated to press the protrusions 2 into the epoxy resin layer and fix thereon.
