PURPOSE: The titled composition that contains vinyl polymer resins, organic compound bearing unsaturated groups polymerizable with active energy rays and organic phosphate ester bearing polymerizable unsaturated groups, thus tentatively coating steel surfaces anticorrosively without cleaning oil-stained surfaces.

CONSTITUTION: The objective composition is obtained by using (A) 10W40pts.wt. of (i) a vinyl polymer resin from a monomer bearing ethylenically unsaturated group and/or (ii) a polyester resin from polyhydric alcohols and polybasic acids, both of with has higher than 0°C glass-transition point and a solubility parameter of 9.5W11.5, e.g., components i and ii have 30W120 acid values, (B) 60W90pts.wt. of compounds bearing unsaturated groups polymerizable with active energy rays and (C) 0.1W20pts.wt. of organic phosphate ester bearing polymerizable unsaturated group of the formula (R is H, methyl; Y is 2W20C alkylene which may include ester, ether and phenoxy groups; n is 1W3).
