The coating film forming apparatus that forms a coating film on a fixing roller core metal 1 rotating around the rotary shaft is provided with a chuck which holds the fixing roller core metal 1, a motor which rotates the chuck together with the fixing roller core metal 1, a coating nozzle 7 which supplies coating material onto the fixing roller core metal 1 rotated by the motor, a blade 15 which maintains a prescribed gap with respect to the surface of the fixing roller core metal 1 and scrapes the coating film formed on the surface of the fixing roller core metal 1, and a panel heater 23 for heating and hardening the coating film on the surface of the fixing roller core metal 1 in the state that the fixing roller core metal 1 is rotated by the motor.
