This coating liquid composition is characterized by comprising (A) 100 pts.mass metal compound expressed by general formula (1) [wherein, R1 to R8 are each hydrogen atom or a 1-4C alkyl; and M is the Group 4 element], (B) 0.5 to 2 moles of an organic acid metal salt of a 6 to 12C aliphatic organic acid with the Group 2 element based on 1 mole of the metal compound (A), and (C) 100 to 10,000 pts.mass organic solvent as essential components.
