PURPOSE: To effectively use the transmission time of code data and the restoration processing time by controlling the supply of data in accordance with the number of hierarchies of code data to prevent the occurrence of unnecessary code data.
CONSTITUTION: A read processing part 210 reads out code data from a storage part 201 in accordance with the instruction from a read control part 220 and sends this data to a communication processing part 230, and this processing part 230 successively sends code data to a picture restoring device 102 through a line. The address designated to a read circuit 211 is switched to the start address of code data of the picture indicated by a new picture number, and hereafter, the address of this code data is successively calculated. The sending operation of code data of the preceding picture by the sending means consisting of processing parts 210 and 230 is stopped when code data is sent up to the inputted number of control hierarchies, and the sending operation of code data of the next picture is started. Thus, the volume of code data sent to a restoring device 102 by the sending means is controlled.
