Abstract:
PROBLEM TO BE SOLVED: To make image quality deterioration in a still image unremarkable in the case of applying variable length coding to an image signal and decoding the signal via a transmission medium or a recording medium.
SOLUTION: An image signal divided into blocks each consisting of plural picture elements is divided into three groups and an area shown in hatched lines is set, where it consists of one block or over. After the image signals subject to orthogonal transformation so that the code quantity of each area is within a prescribed range and quantization and variable length coding are conducted. In this case, the quantization characteristic of the area is selected to obtain higher image quality than that of the other areas and the same image signal is coded while revising the area sequentially as T=1, 2, 3. In the case of decoding, the parts with higher image quality are selected and synthesized to obtain one still image.
