PROBLEM TO BE SOLVED: To transmit a stream with less picture deterioration due to re-encoding through a medium with a small capacity. SOLUTION: A decoder 102 extracts a coding parameter that has been used for coding a received stream from the received stream and outputs the parameter to a coding parameter multiplexer 103. A history decoder 104 extracts the coding parameter on the basis of information relating to combinations of past coding histories from user-data extracted by the decoder 102. The coding parameter multiplexer 103 multiplexes the coding parameter fed from the decoder 102 and the coding parameter fed from the history decoder 104 on the video data of a base band fed from the decoder 102 and outputs the multiplexed data to a coding parameter separator 105.
