Abstract:
PURPOSE:To attain selection control of a quantizing characteristic optimum with respect to an input picture signal by providing an information quantity measuring section measuring information quantity of a signal placed at a front stage of an unequal coding section and supplying the information quantity signal outputted from the information quantity measuring section to a control section. CONSTITUTION:When an information signal E quantized from a quantizing section 3 is outputted, the part is fed to an information quantity measuring section 10. A weighting section 10a of the information quantity measuring section 10 applies weighting over an optional bits from the most significant bit(MSB) of a quantized information signal E inputted to vary the width when an enable signal F outputted from the weighting section 10a is set. For example, when the signal of the MSB only is logical H, the 4 clock period has the on- period width and when the MSB and 2SB are logical H, the 6(4+2) clock period is the ON-period. The ON-width of the enable signal F outputted from the weighting section 10a is varied optionally by varying the weighting quantity to set the weighting.
