PURPOSE: To make high-quality coding possible efficiently without frame beat by performing codings different in quantization characteristic according to the movement of a picture.
CONSTITUTION: Control circuit 317 discriminates the state of the movement of a picture on a basis of occupied quantity signal 324 from buffer memory 323, where coded signals are stored, and signal 316 of difference components between frames. Then, mode selector signal 325 from circuit 317 controls so that coding 327 may be performed with fine quantization characteristic 308 in difference components between frames in case of a normal state of picture movement or be performed with rough quantization characteristic 307 in the frame in case of a comparatively rapid picture movement or be performed with fine quantization characteristic 308 in the frame in case of a comparatively small picture movement.
