PROBLEM TO BE SOLVED: To fetch a cooling medium, such as cold water or pure water or clean water by utilizing a cold heat by ice melting, and also to enable fetching of distilled water. SOLUTION: A steam compression refrigerating machine 6 is provided with a cooling tower 8, as additional equipment, together with a condensing part 6c provided with: an evaporating part 6a to guide circulation water 7 in which supply water 7a, being clean water, is taken; a compressor 6b; and a heat exchanger 6d. An ice concentrator 13 to introduce ice slurry, produced at an evaporating part 6a in the steam compression refrigerating machine 6, by a slurry pump 14, a heat storage tank 17 to store concentrated ice 13a taken out from the ice concentrator 13 and its outer surface is washed, and a system to fetch as a cooling medium cold water produced by ice melting of the concentrated ice 13a conveyed in the heat storage tank 17 are constituted. A system to fetch pure water or clean water 23a from a clean water storage tank 23 to guide the cold water from the heat storage tank 17 and store it, and also to fetch distilled water by a distilled water tank 26 to store distilled water guided from the condensing part 6c is constituted.
