PURPOSE: To provide a comfortable cold radiation panel on the cooling surface of which no dew is formed by a method wherein a radiation surface is formed of a porous substance.
CONSTITUTION: Woolen cloth 2 is stuck as a porous substance to the front of a panel body 5 and forms duct structure so that air is fed from the rear, and a heat insulating material 8 is disposed to a rear. A cooler 4 is arranged on the up stream side in the panel body 5 and cold air is fed with the aid of a blower 3 to which a cooler 4 is located. The cooler 4 composes a vaporizer for heat pump system 14 comprising a compressor 11, an expansion valve 12, and a condenser 10. Further, the cooler is not especially limited to a device utilizing the heat pump system and, for example, a Peltier element may be also used. Water dehumidified by the cooler 4 to produce a dew is discharged as a drain 13 to the outside of a system. Indoor air 7 produces dehumidified cold air 6 by means of the cooler 4 and dehumidified microair-flow 1, which is discharged through the porous substance 2. The porous substance 2 is cooled to impart cold radiation.
