A cold storage heat exchanger includes a plurality of pipe members one or more of cold storage members 3 where a cold storage material is accommodated in a bag member 4, and air fan means 5. A plurality of the pipe members l are disposed in a mutually parallel position relation. The cold storage member 3 is disposed such that the bag member 4 makes simultaneous contact with part of a surrounding of a plurality of the pipe members 1. The air fan means 5 is disposed such that it feeds air from a cold storage heat exchanger 10 toward the outside of the same.
