PURPOSE: To obtain beautiful picture with good hue by providing a data extraction means and a picture working means and performing the except inside processing of the picture data on the prescribed hue.

CONSTITUTION: A data development means 3 is connected to data line to which picture data digitally represented for each primary color is transferred. The data development means 3 develops picture data to hue space preliminarily classified into plural hue areas according to the hue. When the prescribed area number is specified by a hue specification means 4, the picture data in the hue space of this area number is extracted by a data extraction means 5. The extracted picture data is transferred to a picture working means 6 as working objective data. The picture working means 6 performs the processing except inside of the inputted picture data. In a picture edition means 7, the picture data is outputted other than working objective data, and the inside extraction data is outputted on the working objective.
