A cylindrical column hole cover 11 made of an elastic member such as rubber is configured such that one end opening 11a is fitted and fixed to a steering gear box 21, and the other end opening 11b is fixed to the opening peripheral edge 31a of a dash panel 31 in a state that parts (22, 24) of steering system are covered. A bellows 11c is disposed between the one end opening 11a and the other end opening 11b of the column hole cover 11. The bellows 11 can transmit, by pressing the other end opening 11b side to the steering gear box 21, force for fitting the one end opening 11a to the steering gear box 21 from the other end opening 11b side to the one end opening 11a. Rigidity of a front part 11c1 is lower than that of a part (e.g., rear part 11c2) other than the front part.
