PURPOSE: To enhance the convergence speed and to realize the processing of a high speed by providing plural arrangement data proposal devices having arithmetic and storage functions for receiving and transmitting data through a connecting device for receiving and transmitting data of an optimization managing device.
CONSTITUTION: An optimization managing device 1 and an arrangement data proposal device 3 are realized by a loose coupling multiprocessor system in which a microprocessor and a memory, and a connecting device 2 are connected by a data bus. The arrangement data proposal device generates new arrangement data by utilizing heuristic optimization knowledge stored in plural proposal rule storage means, and transmits it to the optimization managing device through the connecting device. Subsequently, flows of two arrangement data of an arrangement data proposal storage device for storing the transmitted arrangement data are selected by a control means. Since the number of elements of the arrangement data is large, most of the arrangement data proposed by the arrangement data proposal device are effective. In such a way, even at the time of a low temperature, the combination optimization of a high hit rate is executed, and it can be executed at a high speed.
