This device includes the change over generator 15 composing operation by the regulating valve opening model 14 using output signal 13S to the regulating valve from a combined control device 11 and simulating by a simulator 12, and turbine rotation speed model/generator electric power model 18 in a simulator function part 12, and changing over output of the regulating valve opening model 14 to signal 14S simulating opening from an operation command 13S output to the regulating valve and signal 9S inputting actual opening from the regulating valve of the actual machine.
