PURPOSE: To provide combing scissors which can cut hair reliably while holding it by fingers, and provide a method for manufacturing the combing scissors by which hair holding grooves can be formed easily.

CONSTITUTION: A comb blade 17 is brought into contact with a rotating grinding stone 21 to form hair holding grooves on the comb blade 17. This construction results in no necessity of precise positioning of the comb blade 17 relative to the rotating grinding stone 21. Therefore, the hair holding grooves can be formed easily to contribute to reducing the manufacturing cost of the combing scissors. In addition, because edges can be given to the hair holding grooves at the same time when forming the hair holding grooves, the number of manufacturing processes can be reduced, allowing further reduction of the production cost.
