PURPOSE: To utilize the incinerating heat of combustible wastes effectively and reduce power as well as fuel consumption by a method wherein the amount of heat medium, supplied to a production process unit, is regulated in accordance with the discharging amount of combustible wastes.
CONSTITUTION: Sludge 150 from a drain treating facility 2 and residue 110, such as beer lees and the like from a production facility 1, are sent into a dehydrating device 11 to remove moisture and, thereafter, are reserved temporarily in a storage vessel 12. Dehydrated wastes 300 are supplied into a drying device 13 and heated by fuel 310 or exhaust gas 320 of a waste heat recovery boiler 17 to dry them. The dried wastes 330 are separated by a separator 14 from dry exhaust gas 340 and, thereafter, are burnt in an incinerating furnace 16. Combustion gas is sent into the waste heat recovery boiler 17 to generate high-temperature steam 200. A control unit 50 detects the amount of sludge 150 and the amount of waste lees 110 to output a control signal 700 for controlling the amount of steam 200 sent into the production process 4 and the amount of hot and cold water 220 sent to the same process 4 and control flow rate regulators 530, 540 as well as a cold and hot water pump 60.
