The combustion apparatus 100 performs emulsion combustion of emulsion fuel containing chlorine inside a waste liquid combustion furnace body 210 in a waste liquid combustion part 200 and quenches emulsion combustion exhaust gas by heat-exchanging it with heat-exchanging air using first and second heat storage bodies in an intermediate treatment part 300. A waste liquid and solid waste combustion part 400 performs high temperature air combustion of the solid waste with high temperature air led in from the blocking part 412 side of a rotary kiln combustion furnace body 410 and produced by heat exchange, and with secondary combustion air supplied from approximately the center in an axial direction inside the rotary kiln combustion furnace body 410.
