In the combustion controller comprising a fuel regulating means 13 for regulating a fuel supply amount to a burner 3, an air amount regulating means 4 for regulating an air supply amount for combustion to the burner 3, and a control means H for controlling operations of the means 13 and the means 4 and having a control mode including a steady mode for controlling an air-fuel ratio to a steady target value and an ignition mode for controlling the ratio to an ignition target value, the means H is constituted to execute the steady mode after the ignition mode is executed when the combustion of the burner 3 is started, the control mode has an intermediate mode for controlling the ratio to an intermediate target value smaller than the steady target value, and the means H executes the intermediate mode for the set time after the ignition mode is executed when the burner 3 is started to be burned and then executes the steady mode.
