PROBLEM TO BE SOLVED: To provide a combustor having low NOx and excellent in combustion stability.SOLUTION: A plurality of holes for jetting fuel and combustion air to a combustion chamber are formed at an air hole plate, one center group arranged in the vicinity of the center of the air hole plate and a plurality outside groups arranged at the circumference of the center group are formed as a circular group by collecting a plurality air hole groups, a whirl angle is formed which inclines to the circumferential direction of the group belonging to the air hole which constitutes at least one group out of the center group and the outside groups, the outside group is comprised of a first outside group which is arranged in a first radius position and whose diameter is a first diameter value and a second outside group which is arranged at a second radius position and whose diameter is a second diameter value, the first outside group and the second outside group are alternately arranged in the circumferential direction of the air hole plate, and at least the first radius position and the second radius position, or the first diameter value and the second diameter value are made to differ from each other.
