To flexibly and efficiently control, manage and read an attribute of a communication system.

A set of parameters to describe a set of attributes in respective parameter data describing or controlling the attributes of a communication system is registered in a database. In the database, a set of parameters is assigned to one profile unit or a plurality of profile units, and at least one parameter set is assigned to each profile unit. The parameter data in the database are managed and read/write of the parameter data are controlled.
