Code set control units 9 and 10 control a code setting part 8 so as to change and set an error correcting code set by the code setting part 8 in accordance with the degree of error detected by a decoding part; thereby, error of communication data RD can be corrected without increasing error correcting capability of the error correcting code excessively. Thus, even when the communicating state of the communication data RD is unstable by impedance loss and noise from the electrical equipment connected to a power line in power line carrier communication, for example, the reliability of communication is maintained and a decrease in communication speed can be reduced as much as possible.
