PROBLEM TO BE SOLVED: To improve convenience for users who prepay a usage fee to receive a communication service.SOLUTION: A communication capacity management device 1 manages the communication capacity of a radio communication channel with communication capacity limited, and comprises: an additional purchase processing unit 16 that performs processing for additional purchase of communication capacity with expiration date; and a residual capacity management unit 12 that manages the residual of communication capacity by distinguishing regularly-given communication capacity, communication capacity with expiration date given only by a prescribed amount per prescribed period, and additional purchase communication capacity, communication capacity with expiration date additionally purchased. The residual capacity management unit 12 consumes the regularly-given communication capacity before the additional purchase communication capacity, and extends, by a prescribed period, the expiration date of the additional purchase communication capacity of the past additional purchase of the residual of communication capacity according to new additional purchase of additional purchase communication capacity.SELECTED DRAWING: Figure 1
