A detection unit 6a detects congestion of a serving-call/session control function (S-CSCF) (A)61. A specification unit 6b specifies, in a case where the congestion of the S-CSCF (A)61 is detected by the detection unit 6a, a mobile communication terminal under call arrival waiting among a plurality of mobile communication terminals 2a controlled by the S-CSCF (A)61. A first transmission section 6c transmits, to S-CSCFs other than the S-CSCF (A)61, a management shift request reporting that it performs communication control on the mobile communication terminal specified by the specification unit 6b is performed in place of the congestion detected S-CSCF (A)61.
