PROBLEM TO BE SOLVED: To provide a communication controller that eliminates a harmful influence caused by a difference of transmission rates between a channel, which is installed between a facsimile terminal and the communication controller, and a digital channel so as to warrant quality of communication.
SOLUTION: In the case of communication by a G3 facsimile terminal via digital channels 5 and 7, when a receiver side facsimile terminal 11 transmits a facsimile control signal DIS to the communication controller 8, the transmission rate of the digital channels 5 and 7 set between communication controllers 4 and 8 is compared with a maximum transmission rate of the receiver side facsimile terminal 11 described in the signal DIS, and when the transmission rate of the digital channels 5 and 7 is slower than the maximum transmission rate of the facsimile terminal 11, the contents of the signal DIS are rewritten and a transmission rate slower than the actual maximum transmission rate is reported to a transmitter side facsimile terminal 1.
