To improve frequency utilization efficiency in wireless communication.SOLUTION: A communication device acquires the data amount to be transmitted from each of a plurality of other communication devices from each of the plurality of other communication devices, sorts the plurality of other communication devices into a plurality of groups on the basis of information corresponding to the data amount of each of the plurality of other communication devices in order for the plurality of other communication devices to make multiple access to the communication device for each of the groups, and allocates a wireless frequency resource in which a common data communication time is set for each of the groups.SELECTED DRAWING: Figure 9
