This communication device comprises a radio communication means 6 connected to a radio communication network by radio communication, a storage means 9 storing identification information for identifying a specified user, and a control means 7 controlling the locking or unlocking of the electronic lock 100 according to a lock signal or unlock signal received through the radio communication network. The control means 7 sends a report to a predetermined contact address if a transmitter who accesses to lock or unlock the electronic lock 10 is not the specified user identified by the identification information stored in the storage means 9.
