To safely write an individual key into a communication device.
A debug unit writes a public key of a key issuance server input from outside and an initialization program into a storage unit (S502). An instruction execution unit reads out and executes the initialization program written into the storage unit (S503). A debug port nullification unit makes the debug unit nullified (S504). A public key encryption unit encrypts a random value generated by a random number generation unit after the debug unit was nullified by the public key in the storage unit. A transmission unit transmits the encrypted random number to the key issuance server (S507). A reception unit receives an individual key encrypted by use of the random number from the key issuance server (S508). An individual key write-in unit decrypts the encrypted individual key by use of the random number to obtain the individual key, and write the individual key into the storage unit (S510).
