To provide a communication device and a communication system that continue communication which needs to be in real time.SOLUTION: A communication device (first NW base station device 100) has: a radio reception part which receives radio quality information on a terminal device from the terminal device; and a processor connected to the radio reception part. The processor makes determination S207, according to the radio quality information, whether the terminal device is in communication which needs to be in real time and whether to let the terminal device change a network being a connection destination thereof; and executes, according to a result of the determination, processing S208 to transmit, to the terminal device, an instruction corresponding to the determination on whether or not to let change the connection destination.SELECTED DRAWING: Figure 5
