To provide communications equipment capable of maintaining impartialities among terminals, while giving a higher transmission rate to a terminal having proper channel state.

A classification unit 12 classifies packets received by a receiver 11, according to their destinations and enqueues them in queues 13-1 to 13-N. A scheduler unit 14 schedules packet transmission so that a plurality of terminals is selected, in the order. Then a transmitter 15, while changing the transmission rates for the plurality of terminals, transmits packets in queues corresponding to the terminals selected by the scheduler unit 14. Consequently, while the higher transmission rate is given to the terminal having proper channel state, impartialities among the terminals can be maintained.
