To transmit data by using a stipulated configuration by setting the equipment of a satellite payload so as to transmit the set of transmission data based on a corresponding configuration command.
By a short message service (SMS) center 6, a message is transmitted along with the identification information of a user terminal 16 from a user 2 to the satellite communication switchboard 20 of a satellite access node 12 identified by a home position register 8. A visitor position register 22 is accessed by the switchboard 20 and the detailed position information of the terminal 16 is extracted. Then, along with information relating to the estimated position of the terminal 16, the message is transmitted to a ground station (LES) 18. By the LES 18, a satellite likely to be able to transmit the message to the terminal 16 is selected and a beam generated by the satellite capable of covering the position of the terminal 16 at the point of time is selected further. Through the satellite 14 selected in such a manner, the message is transmitted to the terminal 16.
