To eliminate a packet loss due to a handover, and to realize a QoS assurance to a radio communication terminal.
A wired network upstream from a base station is composed of an MPLS. When the radio communication terminal moves from a base station to which the terminal currently communicates to the next base station to enter in a divesity area of the two base stations, the pass for the MPLS is set up to these two base stations, the packet for the terminal is copied and sent to both the two base stations. When the terminal exits the diversity area and enters in either of the base stations, the pass (LSP) for the exit station is cut off. This eliminates the packet loss by the handover to further realize the QoS assurance to the radio communication terminal.
