To improve a service grade by deciding the transmission line of a data packet by a network layer address, dynamically assigning an exclusive transmission line to a terminal in response to the request of the optional terminal and changing the data packet addressed to the assigned terminal to the exclusive transmission line so as to reserve a band on internet.
A subscriber gives a message that the reception of a band- securing-type internet access service is desired to a CATV center 1 by using a switch 14. The center 1 secures a transmission line the subscriber transmitting the message can occupy. When the transmission line is secured, an internet connecting device 21 within the center 1 searches the IP address of a subscriber' s terminal 2 from a routing table entry and changes the value of a corresponding sending port to a port value for the secured transmission line. After then, a pair of the IP address and the multi-cast address of the terminal 2 is added to a table for a resource reservation protocol.
