To execute the efficient assignment of communication resources to a communication request terminal across a plurality of domains constituting a communication network based on the autonomic distribution processing of each communication request terminal and each resource manager.
The mean value of resource prices transmitted from a plurality of resource managers on a communication path is calculated at a communication terminal 11 side having a communication request, and the request resource value whose utility value is made maximum is calculated, and communicated to each resource manager 31-33. Each resource manager calculates the increase of the resource value capable of maximizing a difference between the increase of costs due to the increase of the usage of the resources and the resource usage fee of an income, and compares it with the request resource value of a communication request terminal. When the difference is small enough, the request resource value is assigned to the communication request terminal. When the difference is large, the resource price to be presented to the communication request terminal is reduced, and the above mentioned procedure is repeated.
