A communication robot 10 includes a density database and is disposed in a variety of environments coexisting with the people to execute a variety of communication behaviors. Associated with each of divided environmental areas, the density database stores density acceptable values in the respective areas. When the communication robot 10 executes the communication behavior, the robot acquires its own present location and a present density of an area containing the present location. Then, the robot determines whether the density of the area containing the present location is equal to or higher than the acceptable value associated with the area, and controls execution of the communication behavior according to a result of determination.
