This system is provided with a management relay station automatic connecting device equipped on a calling party's cellular telephone set; a called party's telephone set; and a relay station device including a management relay station device which performs charging management and to which the calling party's cellular telephone set and the called party's telephone set are connected via a general line. The relay station device is connected to other relay station devices via the Internet, and the management relay station automatic connecting device is provided with a memory registering the telephone number of the management relay station and charging numbers; and an automatic connecting means. The management relay station device is provided with a data base registering the charging information; and a utilization condition checking means for receiving the transmission information transmitted by the automatic connecting means, retrieving the database from the transmission information to obtain the corresponding charging information , and checking whether communication services should be provided or not, from the charging information.
