To provide a communication system and a communication method capable of flexibly operating according to a cloud environment without replacing or modifying a measurement device.SOLUTION: Switching devices (31 to 33) select any one of a plurality of cloud servers (21, 22) that accumulates measurement data of measurement devices (11 to 13), and transmit measurement data distribution information to a management server (40).
