To perform plural communications that have different routes by switching to communication that uses a 2nd communication frame in response to a communication request from a 2nd communication device, continuing communication that is performed by using a 1st communication frame and also starting communication with the 2nd communication device.

For example, terminals 1 and 2 perform data communication. When a terminal 3 attempts to perform vice communication with the terminal 2, the terminal 3 sends a voice communication access request to the terminal 2 through an LCCH channel. The terminal 2 which receives the voice communication access request sends frame change request to the terminal 1. The terminal 1 that receives the frame change request notifies the terminal 2 of frame change acceptance, and the terminals 1 and 2 decide a timing to change the frame and change frames. The terminal 1 continues communication with the terminal 2 through the changed frame. The terminal 2 continues communication with the terminal 1 through the changed frame and starts voice communication with the terminal 3 by using a composite frame.
