To provide a communication system that can solve a problem of occurrence of a delay and fluctuations in an object with high real time performance resulting in deteriorating voice quality and video quality of a talker even when the system transmits multimedia data including a moving picture through.a communication channel at a comparatively low transmission rate without a service in response to the QoS(Quality of Service) so as not to give a sense of displeasure to a viewer.

Voice, video and data are received as objects from a microphone 504, a video camera 505, a storage section 506 via a voice interface 511, a video interface 512, a data interface 513, an object separation section 514 separates the video into a talker video and a background video, and object coding sections 515-518 encode the objects. Then a communication section 519 divides the data by each prescribed length when the length of the coded data is a prescribed length or over, classifies the results by each object and stores them, arbitrates the transmission priority of the stored coded data on the basis of the real time performance being a requirement of each object and transmits the arbitrated data.
