Abstract:

To receive control messages from another control device in predetermined order and start predetermined processing in a short time.

A first class control device 602 comprises: a communication interface unit 606; a sleep migration processing unit 603; a wake-up migration processing unit 604; and a transmission request message transmission unit 605 for requesting a control message of a second class control device when having migrated from a sleep state to a wake-up state. The second class control devices 607 and 613 comprises: communication interface units 611 and 615; control message transmission units 610 and 614 for transmitting control messages; and offset time determination units 620 and 621 for determining offset time from reception of the transmission request message from the first class control device 602 to transmission of the control message, where values of the offset time of the second class control devices 607 and 613 determined by the offset time determination units 620 and 621 are different from each other.
